Where can one harvest young spring bamboo?

I've taken a liking to this bamboo set while looking for my last cherry diy (the rock one)... but I have yet to see any bamboo anywhere?!?!?

Hitting bamboo trees with an axe, I find it's a bit more scarce than regular bamboo though. You can find them on bamboo islands, might take a few tickets but I don't think they're super rare.

Also, it appears it’s only possible to obtain young spring bamboo during Spring in your hemisphere, so if your on the southern plane you’ll be waiting a few months unless you time travel. Maybe going to a nothern island that’s in Spring works, but that’s a guess; I don’t know for certain.
