I have only had this issue with two villagers ever when I first started and I have 7 towns now. I know the tricks and such. No matter how much they say 99% of the game is random after having 7 towns where most people have 1-2 it is NOT so random. What I do and no, no one can tell me different when I have so much experience with this and I AM being unbias and have tried many many experiments.
What I do is first, I befriend them to a point where they are almost 1-2 levels away from being at the top friendship level. Then I ignore them for anywhere from 3 days-5 days. I don't hit or push or anything negative except ignore them. I never answer their pings(I have already found out who my mover is in these cases). THEN I will befriend them again for 2 days. Within the next 2 days they have been the most likely to ping to move. The reason is because every villager has a need factor. If they feel as if they are not needed or you are not interacting with them like you use to it boosts that level to want to move.
I have used this religiously for three of my towns to get all my dreamies. My other towns do not have dreamies but I still use it to preserve my inventory on my ground or hybrids. It has NEVER failed. yes it takes A bit longer but no matter how much people say "oh its random this and random that" I have yet to be wrong with this. I have even made a spread sheet (I actually had to, to keep track of every inventory, for cycling and for who is most likely to ask to move).
I could see if I only had 1 game and this was able to happen, everyone would say it is the power of suggestion because you THINK by doing this, it must work. NOT SO. I have 7 towns and if all 7 towns this happens in, it just can't be a coincidence.
All the towns were bought at different times and the newest is from the Nintendo Select.
SO take it with a grain of salt but I don't.
There are many things in this game that just are not as random as others say or what the makers of the game would want you to believe and that is fine if you are happy with that but I love a challenge and love to work out the bio metrics of the game.
Last case in this and it comes to the duping glitch, If the makers truly did not want this to happen then they are smart enough and know enough from previous games to never even be able to have this as an option. If you truly believe that it was just some accident that people stumbled across it then I guess believe what you want but games have cheats and glitches in them so that it draws more and more people in and if it was such an issue it would have most certainly had an update of some sort to prevent this.
So again when it comes to this game things are just not as random as most people say they are.
