When exactly does Gracie start appearing?

After spending over 70k at TIY, I believe. Even then, she doesn't always show up. For me she'd show up maybe twice or once a month.

Like all the other special visitors to your town there is a chance for them to show up during the week but that doesn't mean they will show up every week.
I've been playing since Launch and redd has only been in my town once while gulliver and Saharah has been her every week.
