When does Wisp appear?

It's the day after I got the update and I've searched everywhere for Wisp, but he hasn't appeared. When does he usually appear? Keep in mind that I didn't reset my town, and I've had my current town for nearly a year.

do you have a lot of flowers, bushes, patterns etc in your town? There needs to be a clear bit of ground so his magic lamp can spawn there. Try the beach, town plaza or outside the train station.

I found Wisp when left the rv park. I know I had to visit twice. Could just be a coincidence but it happened with both my towns.

I have been trying to get Wisp in my digital ACNL copy since yesterday, updated weeks ago, have tried TT and changing the time on my DS, have tried doing various things in the town and he has not appeared. I have walked pretty much everywhere. I don't know what is going on. Does anyone else have this problem?

Make sure that your mayor or alt characters have read the in-game manual.
