When do villagers start moving into a new town?

Is it as soon as you get your approval rating? Or earlier? Sorry if theis question has been asked

I thought it was always the day after, approval rating or not.

It is, I think! The game randomly decides at 6 every morning.

Refering to this thread, a villager only moves out (or in) after 4-5 days of your 9th villager first moving in (Of course to get villagers earlier you get it from someone else or from campsite)

I had villager #6 move in on Day 2 and villlager #7 move in on Day 3. I did however get my approval up to 100% and paid off the 10,000 loan on Day 1.
