When Do Villagers Move In?

I need to know pretty quickly xD Gracie came to my town today (WOOP!) and I'm going to TT back and forth to get her to open the emporium. Mira moved out on the 21st (yesterday) and someone said they'll TT Maple out for me (but so far Maple's not been playing ball xD). If I start TTing back and forth, when will the next villager move in? Would I be fine to TT to tomorrow and then back to today? Or would that spawn a plot?

If you're at 9, no one will move in unless you wifi with someone or get a villager via streetpass.
 
I tend to streetpass a lot, so chances are I would get someone. Is there a limit before someone can move in? And is there a way to get stop a villager moving in when a plot has been placed? I know restarting the game without saving resets the villager and placement, but is there a chance there will be no villager?

No, and no.
If you get someone from streetpass, I believe they're set into your town (but don't hold me to this), and there's no way to get them out when they're plot is down.

Although if you try the reset trick everyday to stay safe, you can be okay. But if you load on your mayor and there's a plot, you're screwed.

Also TTing back and forth is a really good way to accidentally lose your villagers so be careful!!

But if I've already streetpassed with them, surely they'd be queued up? I've been out twice today and I've met 17 people on my travels. 8 of whom play ACNL. I don't know how it works at all x3x

I know about the risk of losing villagers ^^ Everytime I change to another day, I make sure to walk in front of or speak to every villager before I continue TTing, just to make sure. Thank you for the reminder!
