When can you start inviting villagers from other towns?

Hey guys, so I started NL recently and it looks like a new villager moves in every time I load the game (every other day or so). I'm up to 7 now and apart from one of the starting villagers none of the move-ins are my dreamies. Can I stop letting random move-ins happen and try adopting villagers on these boards now, or do I have to wait until I get to the 10th villager / one of the current ones tries to move out?

You can start inviting villagers if you have less than 10 at any time.
Otherwise, the game will automatically keep moving in villagers until you have 9. You can only get the 10th villager by inviting someone to move in.
