Never asked this before. But here's my reasoning:

I found out you can put your villagers anywhere as long as you use paths. yes, i just found that out after all those years playing new leaf.

So, If i cover my whole town in paths, will nobody move in and will the town stay w the starters? and what happens if that happens? does the game break?

And Can I Have An Octopus Only Island w 4 Octos?

This...is not true! I believe plot resetting (a method I never used myself) exists because people in new leaf cannot really choose where their villagers decide to plot their house and resetting is like the only way.
Cover your whole island in paths and them suckers will plot their **** on your paths lmao.
Do don't plot on pewps and buildings though, ofc.

You can't prevent villagers from moving in by covering your town with patterns. You can only protect certain areas and direct them where to go. If the entire town is covered in patterns, the game will just ignore them and the villagers will plot anywhere. Likewise, they will ignore patterns and plot anywhere they please if the space you leave open for them is not valid (i.e. too close to the cliff, river, another building, etc.).

The minimum number of villagers you can have in a New Leaf town is 9 villagers because your 10th villager can only be obtained by a few methods. As long as you don't invite a 10th villager via Amiibo, campsite or another player's town, or accidentally pick up a villager from another player's void while visiting or streetpassing, you can remain at 9 villagers indefinitely.

You can still use patterns to keep your villagers away from your house. I used patterns to put all of my villagers exactly where I wanted them in both of my towns. It didn't work before the Welcome Amiibo update, but it does now. I still plot reset occasionally to make sure that I did everything right and they go in the open plot, though.

But if all you care about is keeping villagers away from your home, you can just put a bunch of patterns down around your house and it will block them as long as you leave other areas open for their houses. Or you can decide exactly where you want their houses to go and cover your entire town in patterns except for the 3x3 spots reserved for your villagers' houses. I don't actually recommend covering the entire town, though. I place patterns every 2 spaces. That still leaves room for some of my landscaping and for fossils and the ore rock to spawn.

thanks so much! that can help me big time because for some reason they either go beside me or in front of my town hall? and idk why. always bugged me

I had the same problem. I wanted to play naturally and let my villagers plot their houses randomly, but they kept wanting to congregate around my house. When I couldn't stand Lopez's house literally being 3 steps from my front door anymore, that's when I decided I had to take control and make them move where I wanted.

The minimum is 9 because the tenth villager will not move in randomly, but if you have 8 someone will move in randomly.
