whats the jacob laddders spawn rates?

I've had Perfect Town for 15 days now and I have 8 Jacob's Ladders.

I've just hit day 15 and I've spawned 5 so far. I'm not sure if they really help with hybrids or not.

I've had perfect town for 3 weeks and 5 days and have 11 Jacob's Ladders. They spawned every few days in the beginning; now I only get one/two per week it seems

I think there might be a cap to how many can spawn, like...
If your town has 10 or more, no more will spawn (so you'll have to pick em up for more to spawn), only because I've not seen any new ones spawn in such a long time 3.3

I don't even know what day I am on anymore, but I have like 6-7. Most are decor in my house. I believe I also sent a couple to my neighbors.

Got my first one today. And I don't have perfect town either
