What's the fastest way to cycle?

I need to get another villager in my mother's town- one she'll actually LIKE.
Then I need to get Kyle out from her town and put him in my own town..
Any suggestions?

Do not hit them with nets, become friends enough that they will ask to deliver stuff, and don't talk to them ever again.

Yeah, held him for 5 hours this morning but I guess not a lot of people want him D: hope it works out!
