What's the deal with Young Spring Bamboo

How do you collect this stuff? I have Googled the answer and all I have found is you just need to hit bamboo with a stone axe. Well I have collected 201 pieces of bamboo and no young spring. So what's the secret here to getting this stuff

I think it’s out of season at the end of May

spring bamboo spawns in the spring, only from Feb 25 - May 31 for Northern Hemi and Aug 25 - Nov 30 for Southern Hemi
