This problem has been around since City Folk, when the Bad Bro clothing set, based off of Wario, was introduced to the Big Bro and Lil' Bro clothing sets, based on Mario and Luigi respectively.
So first off is the Big Bro clothing set, based on Mario. It's been around since Population Growing, back when it was just a T-Shirt. Then in Wild World, more character customization allowed for Mario's cap and mustache to be included as part of the set. So this set is perfect. Mario gets a cap, T-Shirt, and mustache, and it's been that way since Wild World.
Next up, however, is the Lil' Bro clothing set, and this is where we start getting into inconsistencies. Like the Big Bro set, this one has been around since Population Growing, as a T-Shirt. Then in Wild World, Luigi gets a cap for his respective set. But where's his mustache? No Lil' Bro's mustache? Did somebody think that Mario and Luigi's mustache looked similar enough, or did they just forget? Considering that this issue has been around since Wild World and is still present in New Leaf, I suspect that somebody at the development team doesn't care enough about Mario and Luigi's designs. They could've fixed this in New Leaf where they could've made a Lil' Bro's Stache item in honor of. Luigi's year, but it's too late for that. So Luigi only gets a T-Shirt and a cap. Poor him. Maybe there's room for DLC or an update...
Finally, there's the Bad Bro clothing set, based on Wario. This one is much more recent, debuting in City Folk. There's a Bad Bro Stache and a Bad Bro cap, but where's the T-Shirt? No T-Shirt. Oh well. Like with Luigi, I guess there's always room for DLC or an update...
So yeah, what's with the missing links here? Me being one who wants perfect sets for all three characters, this really irks me, especially on Luigi's part what with not even having his own mustache. Though I guess it doesn't irk me as much as Cyrus not being able to refurbish flooring and wallpaper. (So now I have to stick with Orange and White for my Astro Series if I want a perfectly consistent set, which sucks considering I prefer the Blue and Black palette by far.)
