It's the event that's going on in game today. Flick comes and you catch as many bugs as you can in 3 minutes and get prizes from the points you earn.
i just started, so maybe thats why, but i havent seen him?

Yeah, you have to have unlocked the upgraded Nook’s Cranny or Resident Services (can’t remember which) before Flick will even come to your island 
But you can always visit another island to participate instead, and there’s lots of islands hosting today!
