I feel like the more well-liked villagers have designs that are simple yet distinct, overly generic villagers and overly complicated villagers tend to both get overlooked. A very simple face with a pleasing but not overwhelming colour palette seems to do the trick for most. For me though, I actually tend to like the really over-complicated villagers, so I end up liking villagers like Moose or other villagers that a lot of people tend to dislike because they are sort of weird.

I personally despise normal villagers. They're so BLAND, and the only normals I've ever made a connection with have been Melba, Marina, and Kiki. I had Merengue in my original town for a few months (loved her based on design only) and just had so many bland experiences with her to the point where I ended up not liking her. I find that with a lot of normals. Most of my town has so much personality, but the normals always seem to just bring them down a little. A shame you need normals for fairy tale pwps lol.
I personally like lazies and peppys the most for the personality they bring the town.

I also don't like any of the cat villagers. My sister loves Kid Cat (he's popular, isn't he?) but he moved out and so I have to hold him until further notice... HE WON'T PING TO MOVE.
I don't like any of the bunny villagers, either. I like Coco, but that's my only exception. I don't like the pigs.
Oh -- and the dogs. I don't like the dogs. I do like the wolves, though.
Mainly, though, I base it off personality. Snooties or Peppies? Not allowed. Uchis are tolerable, but I'll kick them out if anything else comes along.
Edit: AND THE CHICKENS. I absolutely hate the chickens.

good golly i HATE snooties, besides anhka because shes a pretty kitty and once i have her amiibo i'll move her in.
if it's edgy and cute, it's popular imo. marshal won my heart bc hes so small and has a silly personality. always calls me amigo, always wants to visit, its like having a little buddy c:
on the otherhand, i hate stitches though hes "edgy". hes so sad looking to me, and i wanted him out when he moved in. hes not even cute to me, prob because i dont like brighter colors either. its just preference i guess, my mum loves the anteaters and i could do without em. i think the personality also has effect. rocket i didnt like but she was the sweetest and shared medicine. so now i like her!
