as for names, i like misty, but musetta is unique and exotic, also pretty ^^

I like all your ideas, and yet I'm not a huge fan of them. Hah! This coming from ME who uses family names and surnames for all my mayors and towns.
Anyway, as lovely as Starpass is, it does indeed bring "StreetPass" immediately to mind. Would you consider altering it somehow? Perhaps to Starfall, or even a foreign word for star, such as "Estrella" or "Estrilita" or something like that? But again, it's YOUR town so you have the final say on what would make you happy.
Your chosen mayor names are all very nice. I prefer Lilah over Musetta because to me, Musetta sounds...cliche? I'm not sure why, but somehow it brings back some memories of similar names from the 60's (yeah, I'm THAT old!) and it is like so many other names that are like it over the years trying to sound trendy but ended up becoming common. But on the other hand, common is not bad because this is all about what makes YOU happy.
But since you asked us our opinions, if I were you I'd alter "Star-" somehow and use Lilah or Misty (or some form of them for your mayor's name). Even "Myst" would be nice. It reminds me of one of the first absolutely gorgeous and stunning visuals in a PC game - the "Myst" series. As for an old-tyme woman's name "Myste" was used, and I think that is lovely, along with its spelling.
