What PWP Counts Towards The 30 Maximum Projects Limit

I know that each town can only feature 30 PWP projects. I'm curious if permanent buildings like the Cafe, Campsite, Club LOL, Dream Suite, FortuneTeller Shop, Police Station, Reset Surveillance Center count towards the 30 PWP projects limit?

Or do only utilities structures (beds, bells, benches, bridges, clocks, drinking fountain, fence, fire hydrant, fountain, signs, streetlights, traffic signal, water well, etc), public art and landmarks count towards the 30 PWP projects limit?

So far the permanent buildings don't count, but the campsite does
Bridges and the utility structures do count as pwp.

I looked at a old thread here and one of the posters did say the campsite does not count, could be wrong though.

I know in my NL town i had Reseeti, the campsite, the cafe, the police station, a hedge, the fountain, the bell, Flower Arch, and two outdoor chairs and I had five stars c:
