Definitely Rover! Always loved him and wished he was a villager and sort of a guide if you needed anything in the game. It's kinda sad he only appears in the beginning of the game.

...come to think of it, it's weird that they don't live in your town, especially Isabelle. I'd assume Blathers & Celeste, Timmy & Tommy, Reese & Cyrus, Luna, Katrina, and the Able Sisters live in rooms inside their places of work.
