When I talk to Isabelle about my town rating, she says the following: 'the citizens complained about the cleanliness of town. All the weeds and garbage make them feel like they're "living on a landfill." Their words, not mine.
Now, I have the beautiful town ordinace, so no weeds.
I do have tons of stuff laying around: gyroids and fossils on the beach, fruit here and there, stationary, ore and tools.
Which items are seen as garbage for my town rating?
You'll get the "living on a landfill complaint if there are more than 10 items on the ground (counting perfect fruit, but not counting seashells, regular fruit, flowers, mushrooms, or the "usual" buried items (fossils, gyroids, Pitfall Seeds))
In your case, the unburied gyroids and fossils, non-native and/or perfect fruits, stationary, ore and tools are seen as garbage.
This is very true. I had baskets of fruit outside to make it easier when villagers requested fruit. I learned over time this is a no-no if you want to keep your town is good standings. It's my understanding anything found on the ground that isn't natural will count against your town rating. That and exceeding 10 items.
Everything other than the shells that naturally spawn on your beach (so it would count as trash if you picked them up and dropped them again) and same goes for fruit that has been shaked from a tree but not picked up. Also mushrooms are fine to be carried and dropped.
Things buried underground will count as trash unless they naturally spawned (gyroids and fossils you havent dug up). You can't have any proper trash like cans and basically stuff you get from fishing. You need less than 10 items on the ground.
anything apart from flowers and saplings tbh. stuff like tools, lost items, random furniture etc all counts as garbage bc its on the ground and looks messy- u might have to find some more storage space or get rid of some stuff
