What is going on with the balloon presents?

Strange, I get a balloon almost guaranteed every 10 minutes, and a few times every 5 minutes while balloon hunting. I was able to complete the three DIY collections available right now over a couple of weekends. In my experience the rates have not changed at all since launch!

I still get balloons! I don't shoot them down though cause I'm too lazy lol.

Was this noticed after the 2.0.2 or 2.0.1?
