What influences flower breeding, aside from water/fertilizer?

I'm having a really hard time getting flowers to breed, even though last summer I would get 2-3 new flowers every day, and now I don't. Is it because they breed less in spring than summer? Is there something I'm overlooking?

Is your town ordinance beautiful town? I pretty sure it's easier with that. I also think rain/snow has an affect.

You may be getting new flowers, but they aren't hybrids. Make sure you keep an eye on your villagers; they may plant flowers and attempt to breed two flowers together if you're not careful.
