Some days ago, i TT to April 28th and Lief was in my Plaza and my town was free of Weeds and other stuff. He gave me an item, but he doesn't give me the 3 PWPs.

What i have to do to get em or is just random?
 
Was your town free of weeds before 6 a.m. on Weeding Day? The only way to unlock the topiary PWPs is if the town is weed-free BEFORE the "festivities" actually begin.
