I was in a kind of denial since google wasn’t bringing any evidence that he was a fake. But that picture proves it.
The only reason the horn goes away with hats is that it would conflict with the placement and go through the model. So the best way for it visually was to make the horn disappear.
There's no conspiracy behind it.

I get it about the horns and hats having to go awaySo best way I can explain is that they have the default shape of a villager species (horse/rabbit), they then would design the character to look the way they want. But because O'Hare and Julian per say have additional assets (the horn/hat) on their model, those would be created separately and then attached to their character model.
Now for coding reasons, they most likely take up the same coding space or written with the same coding for how hats go on a character. So certain hats, helmets and assecories replace the horn/hat so they can be worn.
This isn't an issue with say Boomer or Puck, cause those "helmets" are actually just a texture on their model, like their "fuzz"/colors. So hats can go on top of them. Just like Sterling and Knox, although they are wearing helmets, those helmets are modeled into their default form and take the same space and shape as their head.
But with villagers wearing glasses or assecories on their head, those are just separate models attached to them. Said models taking the same space that glasses, hats and assecories need to take to appear on the character model.
So to work around this, glasses given to say Eugene would switch the model of glasses out so it doesn't stack on top of the model or not show up. Same with O'Hare and Julian, having a hat on top of a hat would cause clipping (going through the model) issues and not look nice at all, and Julian's horn would constantly go through or make the assecories clip.
It just wouldn't be pleasant or proper for a Nintendo game to have such issues, its not clean character modeling.
So they simply just switch the model assecories out when Julian wants to wear a hat.

But dont they go back to the original models when they take their gifted hats off?? Im confused why you got rid of o hare just because his hat wasnt permanent?
I can see people saying that about julian.. being a fake but o hare wifhout a hat wouldnt be too bad.. but you could just not gift him a hat and then he wont take off his hat....

I just saw this... thanks for posting! .. wow its like his hat isnt even there...you can literally remove his hat & he has bangz! & I like how the gifted hat looks kinda like his other hat just slid down his head..
