No that's not normal. It should be there regardless of unlocking it or not.

If you are starting a new file, it's normal the able sister hadn't brought the machine yet, just talk to Sable everyday until it gets unlocked, you probably forgot but the machine wasn't there from the start on your first file.

I don't think you do. I have 1 character on my list who can't use it and all the others can.

The machine won't be there when you start, you need to keep talking to get. Eventually, Sable will say something like, "Oh, did you notice the big sewing machine? I don't know how to use it but if you want to then go ahead." Something like that lol
