I've done a little research and I've come to the conclusion that the prices of flowers aren't really concrete. Typically, it's up to the seller to decide how much they want for their stock, what they sell for will depend on how much they value it. I personally would pay 1 TBT per rose (or per two roses), or 25K IGB per rose, because that's how much I value them.
If you're looking to buy flowers, it might be in your best interest to leave the price up to the seller. If you ever decide you want to sell flowers, think about it reasonably. How much would you be willing to pay for them? Would you sell them per flower or would you rather sell them in bulk? Thinking like this might help you in the long run, and it also might help you when buying flowers.
You could also trade flowers for items, or even other flowers. 10 or 20 or so common flowers could equal 1 uncommon or rare flower. You could also trade for items on the seller's wishlist, if they have one. If you are capable of trading them an item on their wishlist, they might be more willing to give you more flowers. More bang for your buck, as they say. It all boils down to value, and finding a compromise the buyer and seller can agree on.

Well that's all well and good but 1 TBT is worth around 200k, normally.
Therefore you'd pay 25k IGB or 0.125 TBT

That's true but I guess some people like to say 1tbt instead of 200k IGB for that reason. It's ridiculous to ask that much for a flower so we'll just say 1tbt to make it seem less so.

I agree. Based on my personal conversion rate, I would pay 100K for 4 roses. Seems pretty reasonable to me.
if i'm looking for tbt, as a seller i'd sell them for 2 tbt each. if i'm feeling generous, i'd go with 1 tbt. hybrids do take time to grow, so i think 2 tbt each is a fair price. in general most people buy/sell them at around 1-2tbt each.

The conversation rates don't always apply when it comes to buying items/villagers. It only really works out for IGB trades
I paid 200tbt for a villager the other day, but I certainly wouldn't have paid 40mil for them.
