What determines which villagers stand in the tent during the Bug Off Award ceremony?

I was just curious, since in my game Ankha was 3rd, Tangy was 2nd, and I was 1st, but Rolf was just standing there to the side.

I didn't have the game in time for the other Bug Off, so this was my first. I figured all the villagers would attend, but it was just the winners and Rolf. When I saw that, I thought he would get some sort of honorable mention, but no.

I'm wondering mostly because Ankha was third, and this had happened about four days ago:

So does anything specific determine what villager stands in the tent? Or is this just a hilariously appropriate bit of randomness? Because if it is, I'm just going to assume Rolf was there to support his girl
