What are your techniques to get villagers out?

I've been trying to get Ankha out all day.
I've tried excessively talking to her, ignoring her, writing her letters, pushing her around until she's mad, massive amounts of TTing and nothing. :/
Same with my Bella. I've moved out so many villagers and neither of those two have pinged once and I'm just at a loss of what to do. How do you deal with stubborn villagers?

Okay here is my case with Rooney, I tried ignoring him dint work, so I start talking to him daily (While I TT 2 days forward, 2 days back) until he wave at me using the megaphone, I accepted all request, and send about about two letters.
Problem was I had that awful bear Paula from a viod as a 10th so she wasnt moving either, so while TTing I lost my sweet Filbert, a week later, Paula ping (yay), and after about a in-game month, Rooney ping.
While I was trying to get Rooney and Paula, everyone else pingad me, more than 10 times each, and again only after i lost Filbert, they pinged me.
So just be patient, and careful if you TT.

I'm not too concerned with this town as I'm resetting as soon as I get Ankha and Bella out. :/ I've gotten at least 2 years in game and nothing; I feel like I'm doing something wrong.
