I was REALLY hoping we'd be able to use Play Coins to buy wallpapers, when that first started up. But since those cost actual cash money.... what are play coins even used for??

From my experience, Play Coins can be used to purchase special features in games. In Animal Crossing you can use them to purchase fortune cookies which can contain cool items unobtainable elsewhere(things like Yoshi Eggs, Majora's Mask, a Link outfit, Metroid items, etc). In The Legend of Zelda: A Link Between Worlds you can use them to purchase hints from ghosts(I think? I don't remember exactly, I haven't played in a while n_____n) who will then tell you secrets about the area.

They probably have other uses, but those are the only ones I know of! I think it's mostly just a way to encourage people to take breaks from gaming and be active, which I appreciate(although I am guilty of sometimes shaking the 3DS to earn steps instead of taking a walk, lol).

They're used in some games, like Streetpass Mii Plaza. Some other games they're used in are ACNL (to buy fortune cookies) and SSB (to buy trophies).

They're incentive for people to get off their butt and go do some exercise.

It's Nintendo's ongoing attempt at undoing the huge amount of laziness and obesity that they arguably helped create by reviving gaming.

I just shake my 3ds...

It's mostly for stuff you can get through streetpass o.o

In the pokemon figurine game you can buy visitors for the shop (Obtained through streetpass) I guess it's good for people who live in the middle of nowhere

In Animal Crossing: New Leaf you can buy fortune cookies.
In The Legend of Zelda: A Link Between Worlds you can get hints from ghosts if you're stuck in a dungeon.

I can't remember any other games that use them ):

It makes you feel good for doing something as minimal as walking

(Extra collectibles in games like in Kid Icarus and ACNL)

They have a use in most games. Smash 3DS uses them if you want to use them instead of gold, but you should use gold. 100 play coins for some trophy? No thanks.
They were also used to get backgrounds in Swapnote, but that got shut down over a year ago. (I miss it. :()

You can also use them to buy stationary in Swapnote, but that died because they discontinued the Spotpass service.

TL;DR They are used either for Nintendo 3DS Streetpass stuff, AR card stuff, and some 3DS games as a way to skip waiting times and give more chances at something.

Besides the ACNL fortune cookies, I remember in Rune Factory 4 you could trade them for in-game money, which was kinda useful. Other than that, I just spend mine on Mii Plaza stuff.

I believe mario golf uses them to buy 1 opportunity to do over a shot in a tournament. Quite handy actually.

I forgot about Swapnote! :o

I remember I bought loads of stationary lol
