ocs can be different for everyone. a lot of people make ocs with the intent of writing novels/comics/etc., some create fan ocs for their favorite pieces of media, others can just have vague characters they like to draw sometimes with little to no backstory. it depends on the person!

OC means "original character"so basically it's just someone's character they made themselves or someone else made it for them and it's theirs!
OC just means original character, so they can be used however the person wants. But if you want some specific examples, I've seen people use OCs for fanficiton, original fiction, art, roleplaying, video games (like with customizable characters), and sometimes people just like to come up with OCs for the fun of it.
