What are good reasons to restart?

If you find there are a lot of things about your town that bother you, you could restart if you wanted to. If you overall find your town fine, then don't. Failing those, you could simply restart due to boredom or wanting a fresh start.

I restarted mine because I was bored and saw people on here who had way better maps than mine so I wanted to rethink my town and building placements as well as finding a better map.
 
For me the reasons would be:
  • Permanent PWPs in dumb places. (Most people by know should know PWPs like the cafe and police station can't be moved, so putting it in a location like in front of a beach ramp would be unlikely. Access wouldn't be blocked, just hindered.)
  • Permanent PWPs in great places, but prevent re/building of necessary bridges, breaking the ease with which you access your town.
  • Having someone else TT and screw up your town in the worst ways (see the above, plus loss of most if not all dreamies).

A few of those are game-breaking (okay, so not really, they just break your enjoyment). Otherwise most reasons I see people resetting for aren't plausible to me. Boredom with your town could be a good reason, but only if it involves one of the things I listed, as just about everything else can be worked around (re-landscaping, adopting new villagers, changing theme) with time and money.

I would restart my town if I didn't put so much time into it.

Why?

My freakin' campsite is right next to the train.

When I started, I thought the campsite was a place for HUMAN friends to come visit and spend the night, like a little sleepover. It looks stupid.
 
I reset my old town because I put my house right in front of a cliff and had like 3 spaces in front of my house. I wanted room for PWPs in front of my house. There were other things bothering me too, of course.
 
If something permanent that can't be overlooked bothers me so much that it discourages me from playing then I'd reset. Thankfully for most things that bother me in game, I can turn a blind eye to because they aren't major.
I'd also reset if I'm really bored and no longer care about my town anymore.

Basically, no matter how many times you reset, there will always be things you hate about your town.
And you'll probably go and look at other people's towns and think, "Awe, their town is so much better than mine, why can't mine be like that?" When in reality, that person is probably just as uncomfortable with their town as you are with yours.

Very true. I think about this every time I get self-conscious about my town's appearance.
