I mean on this website How do we earn them and what can we use them for?

You earn them through posts, making threads, voting polls, basically all the general activities on the site. Launching soon will be a "shop" where you can buy various upgrades to your account on the forum, such as a bigger PM inbox, animated avatars, coloured usernames, etc.
