I want the weeding day furniture, but I don't want to get rid of my Beautiful Town ordinace for the time it would take to spawn all those weeds, and I don't want to buy it. If I TT to weeding day on my second copy, which doesn't have Leif unlocked yet, will he still show up for weeding day? Or do I have to unlock the gardening shop first, then TT to weeding day?

Unlock the garden shop first. It doesn't take that long to do.
You don't have to TT to weeding day to get the furniture items.
Your 2nd copy will need to get some weeds and have Leif outside first.
Send your main town player over and get your 2nd copy player to talk to Leif.
Main town Player needs to pick 30 weeds to get a out of town prize. If she going for the badge let her pick all of them.
At the end the main town player will get an out of town prize. 2nd copy will get one of the 4 prizes in town prizes.
To get the furniture more often pull the weeds when everytime you see Leif outside. Just have to send a visiting town player in to get the special gifts.
If you don't have an extra 3DS you could make a deal with another online player. When you see Leif you PM them and tell them to come over. They pull the weeds. When they have Leif out they PM you to come pull the weeds. You'll get repeats that you can trade with each other.
Remember to wear a tinglehood or the celebration hat for good luck. Sometime people towns can have a different good luck item of the day.
