Every time I got that message were either the last villager that moved in or a villager whose friendship with me was very low (because I never talked to them or accepted their requests). I'm not sure if that is the explanation of it, but it could be linked; I have heard you can't kick your latest villager.Oh, and I forgot to add that sometimes even when you agree to let a villager move, they can change their minds and decide to stay. So moving out specific villagers can be a real pain and take a while.

Yes, that's exactly how Paula behaved with me.
