Sadly, there's no possible way for flowers to wilt while having the beautiful ordinance.

You'll have to buy them from someone, or trade. Flowers won't wilt under the Beautiful Town ordinance, so you can't get a wilted black rose. :c

You could put black roses in somebody's town who doesn't have the ordinance and wait until they wilt to water them, then get them the next day. Only do it from somebody you trust though!
