Yes each user can lurk for a max of 2 villagers a time, but I only accept lurkers for the villagers I have in my town at the moment! just because there are hundreds of villagers in the game and if everyone lurked for a different one it would take forever to cycle as i'd have to constantly check back at the lurking list to see if anyone wants them, and then PM and wait for them to reply etc.

You get some when you first join, so you should post around on the introduction board and earn some! If you want you could lurk for Chief?
