I have a strange feeling he was. On the wiki, his only appearances were in Animal Forest, +, e+, PG and New Leaf. But not City Folk. I feel like I had him in this game before. Was he?

He wasn't in City Folk, unfortunately. I felt this way when I saw Liz and realized she didn't show up after the first Animal Crossing.
