I didnt/dont hack and I have 3 sets of ALL the gold tools... Because I got them from diff people

I doubt he has enough friends who will give him like, 20 sets of gold tools.
You probably get them from people who hack.

I dont allow hacking in my town. I dont know of anyone on my list who hacks, anyone who i find out does, is deleted, and not allowed to come back. I pay people for items in bulk, for my treasure hunt... Have done it 2 weeks in a row now.
