wallpaper/flooring in resident's houses

so if i send some wallpaper to a villager will they use it? i was always under the impression only furniture could be changed but i saw someone saying on a gamefaq thread you could

because some of my villagers are really stressing me out with their interior choices and it would be nice if i could change it
