Voiding question

This is probably a stupid question, but anyway. If a villager is set to move out and another player comes over to tell them NOT to move to their town, will that perma-void them, meaning no one else can accidentally get them via streetpass?

No this won`t work.

The only way to void them and make it so they can't be picked up by anyone else is to break your void on a full town that is locked down (no one moving in or out anytime soon, like a town that has had all its dreamies for a while and won't be changing)
So you're basically dumping your void onto the town that can't accept any new randoms, but they'll still stick to it as long as its the first town you visit or streetpass with after the villager's house is gone.
Otherwise any villagers with less than 10 or people you streetpass with less than 10 are susceptible to catching your voided villager.

That definitely won't work. If that person goes over to your town and has room, they will be the one most likely to get the voided villager next even if they specifically didn't want that villager.

Another thing, although it is probably the second best way, what fuzzynumber9 suggested is not 100% either. Getting that villager to be adopted is the only 100% way to not have unwanted move ins.

i dont think this is true c: i sometime got a villager who moved away from the other town few months ago and she visited other town who were full many times!
