You'd have to have an empty plot in order to do so. Since you said yes to that villager, they should be in boxes tomorrow, and the plot would be empty the day after.
Ahh ok. I’ve heard TT can mess up inviting a villager? I would love to try and get cookie but have never moved a villager out before so i’m just not sure the “rules”

If you TT day by day, the plot should be empty when that villager moves out. Then, you can go to someone's island and invite a villager of your choice, TT another day, and that villager should be there. But! Considering that this moveout is being forced by a campsite villager, there is a high chance that your plot will be glitched. Be sure to keep that in mind if you would still like her.
Hm okay, thanks for the info and tips. I think to be safe and avoid possible glitch i’ll just let her move naturally and see if i can find another dog friend once she is gone .
