Mechanics stay exactly the same with random move-ins, except the random could then be that first voided character.
Also if you went to another town where that first voided character is currently in boxes, you could ask him to move in and he'd be treated as any new move-in.
Also he can show up in the campsite again.
Basically after 16 villagers have passed through the game forgets you ever knew that guy and he's treated just like all the other villagers you haven't ever had in your town.
