Visitor villagers in cafe?

I had two villagers, who dont even live in my village, visit the cafe while i was working. Is that is even suppose to happen? Also, are they the villagers that are going to move in soon?

I'm pretty sure they are just random. - I heard before that they could be from a friends town, but I haven't seen any proof for this.
And if someone manages to prove that those villagers are likely to move in to your town then I am holding a lockdown on my town. I have had some vile villagers visiting.

I've had a non-resident visit my cafe (Scoot), which made me go WUT?! I totally didn't expect that either. I don't have any friends registered on my console, so that's not a requirement. I've also never had a visitor or visited other towns, other than via the dream suite. I can't remember if I've met Scoot in my dreams. I think I might have?
