Villagers won't move?

About five of my villagers have come to me saying they'd like to move. One of them is a dreamy, so I asked her to stay and she did. The other four however, are villagers I don't mind parting with. These villagers come to me and say "I'm thinking about moving." And after I tell them that they should go, they refuse to leave.

What have I done that makes them want to stay? Is there anything I can do to make them leave?
 
You should try to raise your friendship with them. Talk to them, do favors, and maybe write letters. Villagers can insist on staying if you aren't friends yet
 
That usually happens if you have a so-so relationship with a villager.They'll want to move then decide that they need to become better friends with your mayor before they can leave.The next time that happens,quit the game without saving then start up your town again.The moving villager will ping you again and then you'll once again be given the prompt to let them move.They usually will say that they're moving for sure the second time around but sometimes it takes a third try.You can also quit without saving and then not speak to the moving villager again until they're in boxes.
 
As far as I know, it's random when they decide to stay if you tell them that they should go.

What I have had good luck with is this - when they agree to move, IGNORE THEM. If they ping, do NOT talk to them. If you talk to them, they may ask again if they should move and may end up changing their mind. So far, I've found that ignoring them once they agree to move gets them to move out every single time. Maybe it's not 100% guaranteed, but has been so far for me.

Of course though, your problem is getting them to agree to move in the first place. :(

Right. I guess if they don't talk to me about it, they'll just do it, huh? For some reason I never thought about that.

I do know about them feeling that they don't know me enough to move out, but only one of them gave me that excuse. The other ones said that they knew me too well to leave.
