Villagers waking up with the Town That Never Sleeps ordinance

I have a question about the Night Owl Ordinance. The villagers and the shops stay up much later then they do normally but do they wake up later? I wouldn't really like that if they did. I looked on the internet and it said they wake up at their usual times. But I want confirmation from someone here, preferably people who have played the Japanese version.

I asked this before and was told that it only affects when villagers go to bed and when stores close. Waking up and opening hours stay the same.
