I hope I get one soon, too. I think I've been slowly building up friendship, most of the time I'll accept their requests, even if I know I'm getting ripped off. And I completed Rosie's petition, but I still haven't gotten her picture. Maybe soon.

From the looks of what other people are posting, you get a picture when you exchange something with them, and I imagine you get their friendship level high enough.

Although getting their pictures is bothering me, since I've been sending letters, talking to them and never passing on errands and I still don't have a single one.

I have gotten Tutu's picture as a present from a her letter. The day before I got her picture, she invited me to her house(We are good friends) so, I guess you could try getting invited.

Got my first villager picture today! And the pleasant surprise came from someone who already gave me a pleasant surprise yesterday; Peanut! I was just giving her some furniture she wanted for her house and she gave the picture to me. A little disappointed she didn't give me any special dialogue for giving it to me, but oh well.

Also worth to note, today Katrina DID give me a fortune of love today, though I didn't have the lucky item on. If I don't need to have the item in question on, then the fortune may have helped with my picture reward.

Yesterday, she had given me a surprise visit with a persimmon as a gift for the intrusion, so I am starting to see her as my best friend. I don't really overflow her with letters like I do other neighbors, but send them to her periodically. Been playing since NA release, though I think Peanut was my first NEW neighbor, she wasn't there to start.

EDIT: Also, I have signed 2 petitions so far and haven't gotten any picture rewards from them (and from completely different neighbors). . I do think the petitions increase your friendship with the neighbors more than other neighbor errands though, as Robin told me she felt i was like her best friend for the first time in one of her casual conversations last night AFTER I got the petition signed.

You can get a picture of every villager in your town in April Fools' Day. Easiest method, but it's less satisfying, besides, April is months away from now (but there's always time travel. Don't do it!). I think it's better to get it the hard way, though, by maintaining a good relationship with them. I have Mott's, Del's, Bunnie's, Cube's, Alice's, and Bone's pictures already.

I done a petition for Zell and didn't get his picture. D: ~feels jiffed~ But I am guessing villagers only request petitions if you are close, seeing as he's the only one I've done.

so far ive gotten quite a few pictures, without having to get any petitions signed either! i must be pretty lucky or somethin but yeah, so far ive gotten rolfs, tabbys, and curlos' pictures!! which is great because theyre all awesome villagers man. in fact, rolf gave me a duplicate picture for getting him a bug, so now i have two of his P

It's just a type of villager quest.

People for some reason believe it has any connection to getting pictures when it actually doesn't. You get pictures when you're ready to from any specific villager. You can get them as a quest reward or special conversation once you've earned enough "points" with them.

If you have Club LOL you already did one of these petitions. The ones the villagers give you work basically the same way, but you have to travel to a friend's town and get six of their villagers to sign whatever petition you've been given.

Eventually, one of your villagers will approach you and say something about studying something-or-other and they'll ask if you can collect signatures from another villager for them. Once you go to a friend's village and get six of their villagers to sign, return home and talk to the villager that gave you the task. Return the petition to them and they'll give you a gift. Reportedly, some get photos in exchange for petitions. I've only ever gotten furniture.
