Villagers on islands

So i have the 3 houses set up and i met erik before i started doing them. Now i dont see any villagers on the nook islands. Do i have to wait for all 3 people to move in before i see the villagers on the islands
 
Yeah, it seems you have to wait until those three villagers have moved in before more appear on the islands you visit.
 
Having a similar problem... all 3 of my villagers have moved in, so I thought it was safe to go to the islands again. Nope, still nothing. I have now placed my campsite and construction is done.. anyone know if it's safe NOW or do I have to wait another day?
 
Okay, so! After 3 villagers move in, you need to unlock the resident services building and campsite. Two days after the campsite is built, a villager will move into the campsite and Nook will ask you to invite them to live on your island. You HAVE to invite this villager. I got a villager I hate and tried to avoid inviting him but he was still there 3 days later, so I just bit the bullet. Once that's done, Nook lets you unlock the option to buy plots of land for 10,000 bells. You place these and basically a villager can move in once you invite them, aka, random island villagers are back!
 
Yeah I kinda wasted a nook mile ticket thinking I'd see another villager but no luck this time.

Though I ended up getting a gold nugget, a centipede and two football fish from the island so I guess it wasn't really a loss.
