Villagers not moving out!

Hello friends.

I've noticed something weird in my town. it has happened twice now and it's driving me up the wall. One of my villagers will get my attention and tell me "i'm moving out on the XXth" so i reply with an okey dokey. the day they're supposed to leave rolls around and they're still there, making no mention of their choice to stay.

Has anybody else experienced this? Am i doing something wrong? maybe i'm talking to them too much after they tell me their plans to move or maybe the great god Iwata is displeased with my actions and is punishing me?
 
When you say "okey dokey" to them what is their response? I've heard stories of some villagers changing their mind when you tell them you're letting them leave. Maybe that's why they're staying?
 
I thought Pudge was moving today, however I think when they say i'm leaving on XXth it means they are packing and aren't being a member of the village as they are busy- hope that makes sense!
 
they say stuff like they need a change and they want to move on. sometimes they'll talk to me again later and ask again and i'll reply with yes, leave.
