Villagers not asking to move out

One of my villagers told me that a villager I really love is thinking of moving out, but no matter how many times I talk to him he won't tell me that he's moving! Can villagers just leave without asking me first or can I still do something to get him to ask me?

He'll probably tell you either (a) next time he pings/gestures you over today or (b) sometime tomorrow. Sometimes other villagers will tell you someone is thinking of moving a day before the actual villager decides to tell you.
