Villagers moving on top of paths?

I am currently plot resetting for a random move in and I have several 3x3 areas marked out for them. I know these areas are moveable because pippy just moved out of one of them. BUT the villager instead keeps plotting in one of three places, all of which are covered with patterns. Why is this happening?

you can only have a certain amount of villagers in an acre. maybe you've reached the limit as to how many can move on that acre?

I finally got fang in the plot I needed, there was only one other house in the acre before then... super weird but I finally got it! must have been a glitch of some sort

You're going to find that plot resetting is a huge pain in the butt. You know that a villager can plot in a spot because someone moved away from there and left that place for them to nicely fit into. Do they go there right away? Nope! They're just going to make you want to tear your hair out as you have to keep resetting until the little turd decides to finally plot in that spot.

Trust me I know. I spent hours upon hours doing just this and knew that certain villagers could go where I wanted them to. I even covered everything else, but it took a ton of tries. Just keep at it! There's a reason plot resetting is so hated.
