Villagers moving in question

So today someone let me come to their town and convince Wendy to move into my town. I know there is some trick where you can decide where villagers move in by making a new character and resetting.
I have a few questions...

1. When should you make the character? Before 6 AM or after?
2. How far into the game should you go with the new character?
3. Do I just reset and make a new character if I don't like the spot they're in, or do I have to go and change the time on my 3DS again?

This is how I did it when I was resetting for random villagers, and I assume this works the same way:

1) Make the new character on the day Wendy is moving in, before you play as any existing character.
2) Once you've created your new character, look around your village for her house.
3) If it's in a spot you like, great! Play with the new character until you can save your game, then do so. Switch back to your mayor or whoever, basically just play as you normally would, and you're done! You can just delete the new character after this unless you want them for some reason.
4) If it's not in a spot you like, reset. Make another character and start over again, until their house is in a spot you like. c:

Somebody please correct me if this is wrong, I've only done this when resetting for villagers, not house placement. I'm pretty sure it's the same method but I don't want to give out the wrong info, aha.

edit: Time of day has nothing to do with it so don't worry about messing with your 3DS clock or anything. c: Again, someone correct me if I'm wrong!

What happens if I don't see a roped off area for Wendy? Do I save and quit or reset?

Save and quit, she is probably moving in the next day, but save just to make sure.
Then do the reset trick again tomorrow
