Villagers and camping

Ok so, a while ago Zell came to my campsite, but my town was full, so I couldn't get him. If I pick up Zell from a different town, will he move to my town? Because, i'm not sure if just encountering him at the campsite counts as having the villager already "move" to my town.

Just encountering a villager at the campsite doesn't count as having them in your town. You'll be able to invite Zell from a different town (or if he shows up in the campsite again) just fine as long as you have space in your town.
